Foreign nationals applying for a Thai driver’s license will soon face stricter requirements, as the Department of Land Transport (DLT) moves to phase out the use of international driving permits (IDPs) for temporary license applications.
Under a new draft regulation, which is currently open for public feedback, foreign applicants will no longer be able to use an IDP as proof to obtain a temporary driver’s license in Thailand. Instead, all applicants, including those holding a valid foreign driver’s license, will be required to pass a written test. Previously, many were exempt from both the written and practical exams.
The change will help align licensing procedures with international standards and improve road safety. A source from the Ministry of Transport noted that the proposed rules aim to tighten control over the verification process and update guidelines introduced in 2022.
To qualify, applicants must be at least 18 years old, physically fit to drive and free of impairments such as color blindness or hearing loss. A valid long-term visa or work permit is required to apply.
While other application requirements remain unchanged, the DLT encourages foreigners to use the DLT Smart Queue app to simplify scheduling and reduce waiting times. Applicants must still provide a valid passport with a non-immigrant visa, a Thai residency certificate, a recent medical certificate and passport-sized photos.
The DLT recommends using its “DLT Smart Queue” mobile app to make the process more efficient. Foreigners can register by selecting the “Foreigner” option and scheduling an appointment in advance, which will save time at the licensing office.
For now, the temporary license will remain valid for two years. However, the validity period for personal Thai driver’s licenses issued after a temporary one has expired will be extended from two to five years. Notably, even those presenting valid foreign or international licenses from countries with agreements in place will no longer be granted automatic approval.
Depending on the origin of their foreign license and supporting documentation, applicants may still be exempt from the driving test or written exam in some cases. Final eligibility is subject to DLT verification. Full details are available on the official website: https://gecc.dlt.go.th.
The change will directly impact expatriates, long-term tourists and foreign business owners who depend on vehicles for work or daily life. For example, Russian nationals staying in Thailand during the winter season or on extended work assignments should know that their IDPs will no longer be enough and should get ready for the new testing requirements.
Authorities also warn against relying on unofficial agents for license processing, citing ongoing concerns about document fraud. All applications should be submitted through official DLT channels to ensure legal validity.
